Drape of Westfall will not re-enchant #7042

I have the Drape of Westfall (https://database.turtle-wow.org/?item=60843) from the Old Church of Westfall X Quest (https://database.turtle-wow.org/?quest=40602) with an existing enchant [Enchant Cloak - Lesser Protection].
I Went to have it re-chanted with [Enchant Cloak - Greater Resistance] and is getting an error "Cloak must be equipped". I have tried many enchanters and they are all getting the same error. I have cleared my wdb folder and whatnot to no avail.
Can you review this is possibly restore my cloak without the existing enchant on it

I can't even enchant an ordinary cloak.
